    Hon. J. Marcus Cargill, M.D.

    Hon. J. Marcus Cargill is a native of Atlanta, Ga. He was
    educated at Atlanta University and Chatauqua; he studied medicine at Howard
    University, D.C. He has been a resident of the State of Maryland for twenty
    years. During the administration of President Grant he was employed in the post
    office of Atlanta. He was elected to the First Branch of the City Council of
    Baltimore in 1895 and re-elected Nov. 3rd. 1896 by a majority of 1428 over his
    Democratic opponent. Dr. Cargill is deeply interested in his race and never
    fails to take advantage of an opportunity to advance them. He enjoys the
    confidence of the Republican party leaders in this State and is held in the
    highest esteem of his own people. Since his election to the City Council he has
    conducted himself with becoming dignity and is held in the highest [?] by his
    associates. In Dr. Cargill the colored people have a worthy representative.
